President Gloria Arroyo visit to Obama a mistake

Somebody at the National Security Council dropped the ball. On Thursday, President Obama is welcoming Philippine President Gloria Macapagal Arroyo to the White House for his presidency's first visit by a Southeast Asian leader. The choice of Mrs. Arroyo for this honor was a mistake because Mr. Obama is being used to give political cover for the Philippine president's troubles back home.

Mrs. Arroyo's domestic political position is precarious. A poll released June 8 by the Pulse Asia polling firm pegged Mrs. Arroyo's public approval at only 26 percent. Street demonstrations against her are routine and growing in size. These protests are in response to a dubious mandate following a dirty 2004 election and numerous allegations of corruption against her family and administration. Her husband, Mike Arroyo, has left the country and used doctors' notes to say he is too ill to obey court summons related to corruption charges.

The Philippines has become less free during Mrs. Arroyo's 10-year presidency. According to Freedom House, "Corruption is extensive throughout the Philippine state apparatus, from the lowest to the highest levels. Bribes and extortion seem to be a regular element of the complex connections among bureaucrats, politicians, businessmen, the press and the public." In Transparency International's 2008 Corruption Perceptions Index, the Philippines ranked 141st out of 180 nations on a list in which No. 1 is the least corrupt. The level of Philippine corruption is tied with Iran and Yemen and worse than in dodgy places such as Libya and Nigeria.

The corruption problem is affecting Manila's relationship with other allies. A senior Philippine official told The Washington Times that German Chancellor Angela Merkel sent Mrs. Arroyo an ultimatum last month that Berlin-Manila ties are at risk if the Philippines doesn't pay $60 million owed to the German government for Manila's new international airport. The Philippine government seized the airport and refused to pay a German company -- which is partly owned by the German state -- for its construction after revelations that the contract allegedly was laden with millions in bribes and kickbacks.

There are also serious human-rights abuses in the archipelago. According to the New York-based Committee to Protect Journalists, "The Philippines ranks sixth worldwide among countries that fail to prosecute cases of journalists killed for their work." Between 1992 and 2008, at least 34 journalists were murdered in the Philippines; there were convictions in only three of these cases. Four more members of the press were killed this June alone. Opposition voices regularly disappear as well.

On top of all this are machinations by Mrs. Arroyo to cling to power by setting aside next May's presidential election. The president and her allies are pushing to amend the Philippine constitution to change the current U.S.-style presidential system into a parliamentary system whereby Mrs. Arroyo could serve as prime minister. This would allow her to circumvent the presidential term limit which prevents her from staying in office. This move, incidentally, is similar to the strategy strongman Ferdinand Marcos used to stay in power after declaring martial law in 1972.

The relationship between Washington and Manila is an old and important one. After the U.S. victory in the Spanish-American war in 1898, the Philippine islands were a U.S. colony for half a century and have remained a close ally in the six decades since independence was granted in 1946. The current Visiting Forces Agreement between the two countries allows U.S. troops on Philippine soil to help in the war on terrorism and to assist the Philippines with its fight against Islamic insurrection in the southern islands.

But the nation should be differentiated from its lame-duck leader. Welcoming Mrs. Arroyo to the White House only validates her troubled rule.

According to National Capital Region Police Office (NCRPO) Chief, Police Chief Superintendent Roberto “Boysie” Rosales only one crime incident had been reported in metro Manila alone, which is a rare event because Metro Manila are averaging 24.56 crime in an ordinary day.

Biggest Loot in History
Much has been said about the late President Ferdinand Marcos being the world’s richest man. While this title was not officially designated to Marcos, the late dictator, however, was known as the man who took away the largest loot in history.
While deposed President Joseph Estrada faces plunder charges
for allegedly amassing some US$82 million in kickbacks and payoffs
during his 31-month stint at Malacanang Palace, Marcos had reportedly
stolen billions of dollars. There were different versions of the fabled
Marcos wealth.


The fabled Marcos wealth reportedly
consists of billions of dollars and tons of gold bullions deposited in
several banks in Switzerland. Government lawyers claimed that Marcos
had used dummy foundations to hoard his wealth. Among such foundations
that the Presidential Commission on Good Government (PCGG) had
identified are Sandy, Xandy, Wintrop, and Rayby.


Former
Senate President Jovito Salonga, who served as the first PCGG chairman
under the Aquino administration said the agency had identified 51
Marcos bank accounts in Switzerland, 23 of which are in Credit Suisse;
3 at Swiss Bank Corporation in Fribourg; 15 in Swiss Bank Corporation
in Geneva; 6 at Banque Paribas in Geneva; 3 at Hoffman in Zurich; and
one each at Lombard Odeii and Trade Development Bank in Geneva.


According
to former Solicitor General Francisco Chavez, the Marcos family still
keeps some US$13.4 billion in deposits at the Union Bank of Switzerland
under the account of Irene Marcos-Araneta, on top of a hoard of 1.241
tons of gold at an underground bunker at Kloten Airport in Zurich.
Chavez also disclosed that former First Lady Imelda Marcos has 800,000
ounces of gold in unfrozen accounts in Switzerland.


Before this, Australian private investigator Reiner Jacobi, who served as a
PCGG consultant in 1989, had unraveled the so-called Irene Araneta
account and even went to the extent of claiming that the Marcoses had a
US$250-billion gold hoard in Switzerland. The PCGG, however, described
Jacobi’s claims as exaggerated and too fantastic.


In October 1999, Filipino businessman Enriquez Zobel, a known crony of the
late president told a Senate committee that the Marcos wealth could
have swollen to US$100 billion in gold and dollar deposits, the bulk of
which is deposited with the US Treasury. In his sworn testimony, Zobel
said the Marcos wealth is distributed to gold deposits, dollar
accounts, and real estate properties located in various parts of the
world.


The Marcos gold deposits alone, Zobel said, may have reached US$35 billion. Zobel had also mentioned the US$13.4 billion Irene Marcos Araneta account at the Union Bank of Switzerland The gold bars are allegedly kept in various banks in Portugal, Vatican City, Switzerland, Spain, Germany, Solomon Island, and the US. Zobel said Marcos obtained the gold bars after the Liberation (1946) from the Yamashita treasure and from soldiers who sold their gold bars for only US$20 per bar. Another version was that of Rogelio Roxas who claimed that Marcos’ men seized the real golden buddha from his house at Aurora Hills in Baguio City on April 5, 1971. The buddha reportedly costs billions of dollars.


In February 2001, the Philippine Daily Inquirer disclosed the alleged attempt of Irene Marcos Araneta to launder billions of dollars in deposits under the 885931 accounts from Union Bank of Switzerland to Deutsche Banks in Dusseldorf, Germany. Aside from the Marcos family and the Philippine government, the 9,539 victims of human rights under the Marcos regime have interest in the Marcos wealth.

PAGASA said that a solar partial eclipse will be witness in the Philippines on July 22, 2009. the eclipse will start in Metro Manila at exactly 8:33:01 a.m. The eclipse's full visibility will be seen at 9:43 a.m. and will end at 11:01:51 a.m.

Pagasa also warned spectator to avoid looking directly at the solar eclipse without safety eye devices. wWe can use X-ray films, sun glasses, smoked glass, photographic films and negatives or we can view the eclipse by indirect viewing by projectng the image with a pinhole camera.

The Philippines will witness a partial solar eclipse on July 22, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Thursday. The state weather bureau said the path of the moon's umbral shadow will begin in India and is expected to cross Nepal, Bangladesh, Bhutan, Myanmar, Central China, the Pacific Ocean, Ryukyu Island, Marshal Island and Kiribati.

It said a partial eclipse will be witnessed in several parts of the Philippines including Metro Manila, Calayan Island, Laoag City, Tuguegarao City, Baguio City, Angeles City in Pampanga, Puerto Princesa in Palawan, Lucena City, Naga City, Iloilo, Cebu, Zamboanga, Sulu, Davao and General Santos City.
